The Site

  • An 88-acre site.
  • 10 buildings (including the Fisherman's Cottage on Patrick Street) - most buildings are specific to pharmaceutical manufacturing and are over 40 years old.
  • 300,000m2 of covered office/buildings. Approximately 50% of the site does not contain buildings > 200 large pieces of equipment.
  • Circa 210km of pipework.
  • A long-established industrial-zoned site, identified in planning policy terms as a strategic asset with an advantageous location close to the national motorway network.

Why Decommission the Site

Rocke's objectives for the site:
eliver a site suitable for the creation of sustainable jobs into the future
Leave a positive legacy in the local community, Clare and Ireland

These objectives are driven by Roche's Global Remediation Policy and the principles of its Corporate Social Responsibility, which exceed current Irish legal requirements and the Environmental Protection Agency's (EPA) requirements.

Roche believes that existing landfills containing hazardous wastes with the potential to impact the environment should be addressed proactively, even if this entails applying solutions exceeding the individual country’s legal framework ... protecting the environment is an integral part of Roche's business, far exceeding any legal or social obligation.

Demolish buildings on-site that have no future use. Excavate and remove contaminated soil and material in three areas on the site, including the landfill.

All of this work will be controlled and governed by:

  1. Planning permission from Clare County Council
  2. A new Industrial Emissions Licence (IEL) from the EPA
  3. Roche's policies and practices

Alternatives considered for the Site

A number of scenario were examined to identify the best future use for the site.
1.Retain all buildings and manage the site in accordance with the IEL licence

Whilst this is a valid option and meets all legal requirements:

  • It is not aligned with Roche policy.
  • It would prevent any redevelopment of the land.
  • Without continued operation, empty buildings will fall into disrepair. Consequently, this alternative would likely only delay a requirement to demolish the buildings.
2.Partial site demolition and retain some buildings for future use, or demolish all buildings
  • The existing production plants and extensive supporting infrastructure were constructed specifically for pharmaceutical manufacturing for which no buyer could be found.
  • A small number of buildings could be retained. However, new infrastructure to maintain heat and ventilation and provide power to these buildings would need to be installed. This is not economical as there is no future use identified for these buildings.
3.Remediate Areas of Environmental Concern (AEC)

Remediate three AECs previously identified on the site - an area under the original production plant, an area near the waste water treatment plant, and the landfill. These currently pose very low risk to the environment, due to having an existing management groundwater strategy in place. However, remediation optimises the future potential of the site.

  • A number of alternative strategies for remediating each area of the AECs were assessed.
  • Remediation strategies for each AEC were shortlisted on the basis of their:
    • suitability of technology
    • applicability to the geological and hydrogeological environment
    • effectiveness
    • ease of implementation and sustainability

Decision

Having reviewed potential future site uses, a decision was made to demolish all structures to optimise future development opportunities for the site.
Based on Roche's global position on landfill and contaminated sites, it is proposed to remediate all three AECs to minimise future environmental legacy.
This will deliver a positive legacy for the community, including the potential for re-development of the site that is far in excess of Roche's legal obligation but one that aligns with Roche's principles of good Corporate Social Responsibility.

Decommissioning will involve two activities - demolition and remediation.
